企業(yè)研發(fā)項(xiàng)目價值評估建模與應(yīng)用

摘要： 基于企業(yè)研發(fā)項(xiàng)目演進(jìn)特點(diǎn),，從經(jīng)濟(jì)價值,、戰(zhàn)略價值,、科技價值和行業(yè)帶動價值四個方面對研發(fā)項(xiàng)目價值進(jìn)行量化評估,；并借鑒科技進(jìn)步貢獻(xiàn)率思路,，提出研發(fā)貢獻(xiàn)率的概念,，將商用化推進(jìn)階段研發(fā)工作帶來的經(jīng)濟(jì)價值從企業(yè)總利潤中拆分出來,，研發(fā)價值進(jìn)一步顯性化,。與此同時,，建立研發(fā)項(xiàng)目價值評估矩陣,，直觀呈現(xiàn)項(xiàng)目綜合價值表現(xiàn)，對于企業(yè)研發(fā)布局具有較強(qiáng)的指導(dǎo)性和可操作性,，也為后續(xù)學(xué)術(shù)研究提供新的視角,。

Modeling and application of corporation R&D project value evaluation

Abstract： Based on the evolution characteristics of enterprise R&D projects, this paper quantitatively evaluates the value of R&D projects from four aspects: economic value, strategic value, technological value and industrydriven value.The concept of R&D contribution rate is proposed based on the idea of contribution rate of scientific and technological progress, which separates the economic value of R&D in the stage of commercialization from the total profit of the enterprise, and further makes the R&D value explicit. At the same time, the establishment of the R&D project value evaluation matrix, which intuitively presents the comprehensive value of the project, has strong guidance and practicality for the enterprise's R&D layout, and also provides a new perspective for subsequent academic research.

0 引言
“企業(yè)是創(chuàng)新的主體,，是推動創(chuàng)新創(chuàng)造的生力軍”?！笆奈濉币?guī)劃綱要明確提出,，要完善技術(shù)創(chuàng)新市場導(dǎo)向機(jī)制，強(qiáng)化企業(yè)創(chuàng)新主體地位,。近年來,，我國企業(yè)對科技創(chuàng)新的重視程度不斷提高，統(tǒng)計數(shù)據(jù)顯示，企業(yè)研發(fā)投入占全社會研發(fā)投入比例達(dá)到76%以上,，全國高新技術(shù)企業(yè)數(shù)量從十多年前的49萬家增加到2021年的33萬家,，企業(yè)創(chuàng)新主體地位不斷強(qiáng)化。
研發(fā)項(xiàng)目價值評估是分析研發(fā)投入產(chǎn)出的基礎(chǔ),，其評價結(jié)果對優(yōu)化研發(fā)投入布局,、提高企業(yè)研發(fā)效率、推動科技成果轉(zhuǎn)化具有重要意義,。因此,，需要建立一套面向企業(yè)的研發(fā)項(xiàng)目價值評估機(jī)制，對研發(fā)項(xiàng)目進(jìn)行綜合價值（預(yù)）評估,，以便快速研判項(xiàng)目價值表現(xiàn),，指導(dǎo)創(chuàng)新投入。
