Research on government data governance based on dissipative structure theory

Abstract: To address typical issues such as the availability, comprehension and usability of data in government data utilization, and to effectively alleviate the imbalance and inadequacy of highquality data supply, this paper conducted a comprehensive analysis of theoretical findings and goals related to government data governance, and further investigated the theoretical foundation of government data governance and corresponding practical paths, explored the inherent logical mechanism of government data governance based on dissipative structure theory from the perspective of systems science, and proposed technical methods for building an endogenous governance mechanism for government data based on metadata management and integrated modeling. This aims to strengthen data standards, improve data quality, and facilitate data utilization at the fundamental level, thereby enhancing the effectiveness of government data governance.
