基于層次分析法和模糊評(píng)價(jià)方法相結(jié)合的裝備數(shù)據(jù)評(píng)估模型方法研究

摘要: 針對(duì)武警部隊(duì)裝備效能評(píng)估問(wèn)題,提出一種基于層次分析法和模糊綜合評(píng)價(jià)法相結(jié)合的效能評(píng)估模型,。首先,,綜合考慮武警部隊(duì)任務(wù)特點(diǎn)和裝備建設(shè)情況,從“五種能力”角度出發(fā),,運(yùn)用層次分析方法構(gòu)建了包括目標(biāo)層、環(huán)境影響層、3級(jí)準(zhǔn)則層,、方案層在內(nèi)的6層結(jié)構(gòu)模型,,并對(duì)結(jié)構(gòu)模型的指標(biāo)體系設(shè)置相應(yīng)權(quán)重;之后利用模糊綜合評(píng)價(jià)法,,建立相應(yīng)模糊評(píng)估模型,,對(duì)裝備效能等級(jí)進(jìn)行評(píng)判;最后以模擬評(píng)估綜合保障能力為例列出了評(píng)估模型的具體步驟和實(shí)現(xiàn)方法,,結(jié)果顯示評(píng)估值為77.5,,評(píng)判等級(jí)為及格,符合實(shí)際,。通過(guò)實(shí)例驗(yàn)證,,所提評(píng)估方法能夠有效地實(shí)現(xiàn)武警部隊(duì)裝備效能評(píng)估,為武警部隊(duì)后續(xù)裝備建設(shè)籌劃提供了理論支持,,為裝備體系效能評(píng)估提供了一種分析思路,。

Research on evaluation for equipment data based on the combination of analytic hierarchy process and fuzzy comprehensive evaluation Huang

Abstract: Aiming at the operational capability evaluation for PAP′s equipment, an evaluation method is proposed in this paper, which is based on the combination of Analytic Hierarchy Process (AHP) and Fuzzy Comprehensive Evaluation. Firstly, taking the PAP′s mission characteristics and its current equipment construction situation into consideration comprehensively and from the perspective of the ‘Five Abilities’, a 6-layers structure model including target hierarchy, environmental impact hierarchy, 3 criteria hierarchies and scheme hierarchy is constructed by the AHP, and then the corresponding weight index system is established. Secondly, the fuzzy comprehensive evaluation method is adopted to construct a fuzzy evaluation model to evaluate the operational capability level of equipment. Finally, the concrete steps and implementation methods of the model are listed by taking the simulation evaluation of comprehensive support capability as example, and the result shows that evaluation value is 77.5 and the evaluation grade is ‘Pass’, which is consistent with the army′s actual situation. Testing example verifies that the evaluation method proposed in this paper can effectively evaluate the operational capability evaluation for PAP′s equipment, which provides theoretical support for the subsequent construction and planning of PAP′s equipment and proposes an analytical thought for the operational capability evaluation.

引言

裝備效能分析是對(duì)裝備發(fā)揮效能過(guò)程所進(jìn)行的一系列評(píng)估活動(dòng),是推動(dòng)任務(wù)需求向裝備發(fā)展需求的有效過(guò)程,,能夠?yàn)檠b備發(fā)展及其建設(shè)等提供理論支撐[1-2],。裝備在一定條件下能夠完成既定任務(wù)的優(yōu)劣程度,是裝備體系的綜合效能的表征,。為更加客觀地評(píng)價(jià)體系,,以便后續(xù)加強(qiáng)體系能力建設(shè),需要研究科學(xué)合理的方法對(duì)現(xiàn)編裝備進(jìn)行綜合評(píng)估,。

當(dāng)前,,常用的裝備能力評(píng)價(jià)方法大致為:結(jié)構(gòu)分析法、系統(tǒng)效能分析法,、層次分析法(AHP),、指數(shù)法以及模糊綜合評(píng)估法等[3-5]。這些評(píng)估方法或存計(jì)算方法復(fù)雜,、或存在評(píng)估不完全等問(wèn)題,,不能完全滿(mǎn)足復(fù)雜的部隊(duì)評(píng)估要求。本文提出了一種基于層次分析法與模糊綜合評(píng)估法相結(jié)合的裝備能力評(píng)估模型,,該模型力圖通過(guò)有效整合相關(guān)數(shù)據(jù)信息,,分析部隊(duì)裝備情況,,給出合理可信的評(píng)分等級(jí),為部隊(duì)后續(xù)裝備建設(shè)提供理論指導(dǎo)和決策依據(jù),。
